A Chicago law firm has filed a federal class action lawsuit against the Wisconsin Department of Corrections alleging civil rights violations concerning the use of GPS monitoring for sex offenders — many of whom have completed their sentences and are not on any form of probation, parole or supervised release — and seeks an injunction to stop the state’s lifetime GPS monitoring program. In September 2018, Madison365 reported on the decision by the then-Department of Corrections Secretary Cathy Jess to force people onto GPS after some had been living free and clear of the criminal justice system for months or years. Since then, Scott Walker, who appointed Jess, lost his re-election bid to Tony Evers, who appointed law enforcement veteran Kevin Carr to lead the department. Carr has not been confirmed by the State Senate and has not changed this practice, however.
